Studie přístavby školního areálu

Text určený pro jednání školské komise ohledně přístavby školy po seznámení s architektonickou studií Ateliéru A1.

Dne 5. 2. 2014 bylo na webových stránkách města zveřejněno schéma a písemný popis připravované architektonické studie Základní školy v Novém Strašecí. Z tohoto oznámení mimo jiné vyplývá:

  • Architektonickou studii bude možné diskutovat na veřejné besedě s architektem dne 5. 3. 2014
  • Architektonická studie je připravena v jedné variantě
  • Připravená studie školy počítá s investicí v rozsahu cca 100 miliónů Kč, tedy v případě její realizace stanoví vzhled a rozsah areálu základní školy s největší pravděpodobností na desítky let (30 – 100 let)

S ohledem na tento významný rozsah investice, k jejíž realizaci příprava architektonické studie směřuje, a také na dopad na téměř všechny děti v Novém Strašecí, které tu budou v následujících desítkách let vyrůstat, zaslouží si příprava takového projektu detailní pozornost veřejnosti, a také zastupitelů, kteří svým rozhodováním budou finálně o vzhledu, a rozsahu školního areálu a sekundárně i o charakteru a kvalitě výuky rozhodovat. Témata, která považujeme za vhodné v souvislosti s přípravou tohoto projektu diskutovat (a pravděpodobně jsou i jiná):

1. Školní jídelna – architektonická studie se nijak nezabývá eventuelní možností začlenit do stávajícího areálu školy školní jídelnu.

  • Je to nemožné? Jakou odhadujeme životnost stávajícího areálu školní jídelny, eventuelně finanční nároky nezbytných oprav v následujících letech?
  • Proběhly oficiálně ze strany města (rady města) s majiteli nemovitostí v blízkosti ZŠ jednání o eventuelním odprodeji/směně? S jakým výsledkem?

2. Eventuelní rozšiřitelnost výuky na Základní škole o formu alternativního školství

  • Alternativní školství je v dnešní době státem podporovaný druh školní výuky.
  • Dle zkušeností z jiných obcí zájem o tento způsob výuky stoupá, poptávka převyšuje nabídku a je možné, že o možnost alternativního způsobu výuky bude stoupat zájem i v našem městě.
  • Tedy by bylo vhodné např. s pomocí výzkumu spokojenosti/námětů mezi občany NS tento zájem začít monitorovat a zároveň při přípravě takto rozsáhlého projektu na takovou možnost do budoucna předem myslet.

3. Finanční dopad realizace takto rozsáhlé investice

  • Předpokládaná spoluúčast města?
  • Odhad nákladů, které bude třeba vynaložit a nejsou součástí odhadovaných stavebních nákladů (např. vybavení nových prostor) a představa o jejich financování?
  • Dopady na rozpočet a rozpočtové výhledy, realizace jiných investičních akcí?
  • Více alternativ řešení.
  • Při přípravách takto rozsáhlých projektů bývá v poslední době častěji a častěji využíváno procesu architektonických soutěží.
  • Více variant otevírá názorovou představivost, která může přinášet/přináší nové myšlenky a řešení, které by v případě uspěchané přípravy pouze jedné alternativy za velmi podobné finanční nároky umožnily zadavateli takového projektu mít možnost výběru nejvhodnějšího řešení.

 

S ohledem na obsah této důvodové zprávy považujeme za vhodné,

  • aby se tématem přípravy architektonické studie zabývala školská komise rady města,
  • aby diskuse na zmíněné, ale i jiná témata s projektem související, byla vedena na primárně k tomuto bodu svolaném jednání zastupitelstvu města. Možná by bylo vhodné spojit s anoncovanou diskusí Architekta, která bude vedena spíše v rovině detailů jím připravené varianty řešení,
  • aby, pokud na takovém postupu bude shoda zastupitelů, byly formou architektonické soutěže vypracovány i jiné varianty architektonických řešení,
  • aby navrhované kroky byly realizovány co nejdříve a mohli jsme se vyhnout rychlým a nedostatečně prodiskutovaným řešením a rozhodnutím v případě vzniklé časové tísně (vypsání dotačních titulů)
